David Soffer

David Soffer is the Director of State Engagement at CAM, where he brings nearly 20 years of experience in government and public affairs, combined with a personal commitment to fighting antisemitism. David’s passion for this work is rooted in his family’s history — his relatives fled Iraq in the wake of Israel’s founding, escaping violent antisemitism to find safety and freedom elsewhere.

David has held senior roles in the New York State Assembly, the U.S. Congress, and multiple state agencies in both New York and Kansas. He also served under the last three Kansas governors, holding key positions in policy and intergovernmental affairs.

Most recently, David was Director of Government Relations at a national broadband company. There, he built a multi-state government affairs program from the ground up, spanning 23 states. His leadership led to the passage of more than 20 state-level bills and the successful procurement of federal and state broadband funding.

A longtime advocate for Jewish communities, David has championed initiatives to combat antisemitism in Kansas, including securing state funding for Jewish community center security and advancing resolutions in support of Israel and the IHRA definition of antisemitism.

David lives in Overland Park, Kansas, where he serves on the boards of three Jewish organizations. He holds a B.A. and an M.P.A. from SUNY Albany.
