Tell Conference Committee to Fix Indiana HB 1002 and Reinsert IHRA Reference

On Tuesday, the Indiana Senate passed the amended version of HB 1002, which removed any reference to the International Holocaust Remembrance Alliance (IHRA) Working Definition of Antisemitism. This renders the legislation ineffective and not protective of the Jewish community.

There is still time to fix the bill. Since each chamber passed different versions of HB 1002, the bill now heads to the Conference Committee, which allows members of the House and Senate to reconcile the language. Committee members still have the opportunity to fix the bill by reinserting the reference to IHRA.

Should the amended bill become law without a fix, Jewish Hoosiers would be left without a clear and concise definition to protect students from discrimination and hate. In addition, Indiana would be an outlier among all 36 states, the U.S. Department of State, 45 countries, and over 1,200 institutions around the world that have adopted the definition of antisemitism.

If you are an Indiana resident, call and email Conference Committee members and House and Senate leadership TODAY and request that they uphold their responsibility to protect Hoosier Jewish students by adding reference to IHRA back into the bill. Dear Representative/Senator,

I am a member of the Hoosier Jewish community, writing to you concerning the fight against antisemitism. I urge you to fix HB 1002 in conference committee and reinsert the reference to the International Holocaust Remembrance Alliance (IHRA) Working Definition of Antisemitism.

The Indiana Jewish community strongly supports including this reference, which was removed by the version passed by the Senate. The IHRA working definition is considered the gold standard and has been adopted by 36 states, the U.S. Department of Education, 45 countries, and over 1,200 institutions around the world. It has also been supported by over 50 organizations across the state of Indiana. Should HB 1002 pass without a reference to IHRA, Indiana would be an outlier, and institutions of education would not have the guidance they need to better identify antisemitism.

I ask you to uphold your responsibility to protect Hoosier Jewish students by fixing HB 1002 and reinserting the reference to IHRA.
