‘Firm Leadership Makes a Real Difference’: Buenos Aires IHRA Plenary Showcases Argentina President’s Commitment to Antisemitism Fight

Two Combat Antisemitism Movement (CAM) officials were honored to take part this week in a bi-annual Plenary Meeting of the International Holocaust Remembrance Alliance (IHRA) held in Buenos Aires, Argentina.

CAM Executive Director of Latin American Affairs Shay Salamon and Manager of Latin American Affairs Nurit Caplivschi joined the gathering as civil society representatives within the official delegation of Uruguay.

At the event, Salamon and Caplivschi had the opportunity to exchange perspectives with attendees from across the globe and build collaborative ties advance Holocaust remembrance, education, and the fight against antisemitism.

Argentina holds the IHRA presidency in 2026, and keynote remarks were delivered by President Javier Milei.

“Our commitment to the fight against antisemitism is a testament to our government’s clear dedication to moral principle and the result of decisions made since the very first day of our administration,” Milei said.

Salamon said President Milei’s participation “underscored the leadership role that Argentina is assuming in the global fight against antisemitism and in the defense of Holocaust memory.”

“I deeply value the clarity and determination with which President Milei has championed these issues,” Salamon emphasized. “At a time when antisemitism is on the rise in various parts of the world, firm and committed leadership makes a real difference.”

Other keynote speakers included Argentine Foreign Minister Pablo Quirno, U.S. Special Envoy to Monitor and Combat Antisemitism Ambassador Rabbi Yehuda Kaploun, and Organization of American States (OAS) Commissioner to Monitor and Combat Antisemitism Fernando Lottenberg.

In his speech, Lottenberg recognized CAM as one of the leading organizations working to combat antisemitism in Latin America.

An intergovernmental organization consisting of 35 member states, one liaison country, and seven observer nations, the IHRA is best known for the Working Definition of Antisemitism it created in 2016.

Over the past decade, the IHRA antisemitism definition has been adopted or endorsed by more than 1,300 entities worldwide, including national and local governments, international groups, civic organizations, educational institutions, corporations, and sports clubs, among other bodies, according to data compiled by CAM’s Antisemitism Research Center (ARC).

CAM’s outreach in Latin America began more than five years ago, and since then it has worked diligently to build meaningful partnerships and friendships with influential leaders, legislators, diplomats, community organizations, and civil society activists from a diverse assortment of religious, political and cultural backgrounds in the region to combat antisemitism together.

During this time, CAM en Español has emerged as a key player in the battle against Jew-hatred in Latin America, with a growing coalition involved in impactful activities in countries including Uruguay, Brazil, Argentina, Peru, Colombia, Panama, Guatemala, Costa Rica, Mexico, Ecuador, Bolivia, and Honduras, among others.

CAM en Español has organized regional summits in Brazil in 2025, Costa Rica in 2024, Uruguay in 2023, Panama in 2022, and Guatemala in 2021, with the Dominican Republic next in line later this year.
