Combat Antisemitism Movement (CAM) Director of European Affairs Shannon Seban issued a formal request last week to Prefect of Seine-Saint-Denis Julien Charles to conduct a legal review of recent decisions by two Paris area municipalities — Saint-Denis and La Courneuve — to grant honorary citizenship to imprisoned Palestinian terrorist leader Marwan Barghouti and far-left French MEP Rima Hassan.
In a letter to Charles, Seban — a former Rosny-sous-Bois City Council member — said the decisions by Saint-Denis Mayor Bally Bagayoko and La Courneuve Mayor Aly Diouara were incompatible with the values of the French Republic and urged him to exercise his supervisory authorities and refer the case to the local administrative court.
Charles replied positively to Seban’s request, promising to consider the issue.
Barghouti was the leader of the Al-Aqsa Martyrs’ Brigades during the Second Intifada. He is serving five life sentences in Israel after being convicted of his role in a series of deadly terrorist attacks.

Hassan has emerged as a leading antisemitic inciter in France in the aftermath of the October 7th massacre. This past April, she was questioned by police over a social media post that appeared to legitimize terrorism against Israeli civilians.

“In the context of the rise in antisemitic acts since 7 October 2023 and the strong tensions linked to the Israeli-Palestinian conflict, these decisions [to grant honorary citizenship] go beyond the merely symbolic sphere,” Seban wrote. “They are likely to be perceived as institutional endorsement and to fuel divisions.”
